Paul Ruane is Assistant Director of Community and Economic Development for City of Oak Forest, where he supports planning, zoning, redevelopment, and business growth initiatives. His work focuses on sustainable development, community engagement, and strengthening local economies through strategic partnerships and long-term investment planning.

This article is based on an interview between Govt CIO Outlook and Paul Ruane. It explores his perspectives on local economic development, community engagement, strategic planning, and building sustainable growth through partnerships, redevelopment, and data-informed decision-making in today’s evolving municipal and public sector landscape.

Supporting Sustainable Local Economic Growth

Sustainable economic growth at the local level is best supported through strong communication, transparency, and partnerships. Creating open lines of communication about processes, expectations, and opportunities builds trust with both developers and the community. Long term growth requires more than incentives and new construction. This depends on strengthening the local workforce, supporting training and workforce development, and ensuring that businesses align with community needs. By connecting municipal priorities with business investment and resident interests, local governments can foster stable and resilient economic growth.

Balancing Development Goals with Community Needs and Feedback

Balancing development goals with community needs begins with listening and identifying where priorities naturally align. In my current role with the City of Oak Forest, we have assembled underutilized and derelict properties with the intention of attracting quality development that reflects community input. I work to ensure projects support both economic vitality and resident expectations by focusing on desired amenities such as restaurants or retail options to improve the overall environment. Consistent engagement helps ensure that growth enhances quality of life while still meeting long term development objectives. When residents see that investment is occurring in a way that reflects their feedback, it builds confidence and strengthens support for continued progress.

The Role of Partnerships in Successful Municipal Projects

Partnerships are essential to the success of municipal projects. Effective collaboration between local government, developers, regional agencies, and community stakeholders helps move projects from concept to completion. Establishing partnerships early builds trust, clarifies expectations, and strengthens coordination across all parties. In my role, I prioritize relationship-building at the kickoff of projects to create shared investment in outcomes and help ensure project success. These relationships not only help projects move forward more efficiently but also contribute to stronger long-term connections that benefit future initiatives.

Critical Skills for Zoning, Planning, and Redevelopment

The most critical skill is the ability to clearly communicate and educate stakeholders on complex processes in an accessible way. Many applicants are navigating zoning and development procedures for the first time, and clarity helps reduce uncertainty. Setting expectations early, guiding applicants through requirements, and removing unnecessary barriers can streamline timelines and prevent delays. A strong understanding of regulations, paired with practical problem-solving and proactive communication, is key to keeping projects moving forward successfully.

Equally important is the ability to meet people where they are. I make a conscious effort to identify ways to connect with stakeholders who have different levels of familiarity and comfort with development processes. Simplifying complex procedures is important, but providing the right navigation tools and support is just as essential. When applicants feel informed and supported, they are more confident in moving forward and better prepared to meet community expectations.

Measuring the Long-Term Impact of Economic Development Initiatives

The long-term impact of economic development initiatives should be measured against the community’s strategic plan and the priorities established by the governing body. Key indicators include increases in the tax base, job creation, business retention, property reinvestment, expanded retail and service offerings, and overall quality-of-life improvements. These metrics help determine whether development efforts are creating lasting value.

While future economic conditions can be unpredictable, grounding decisions in clearly defined goals and consistently assessing results helps ensure that development remains aligned with the community’s long-term vision. Many initiatives are also intended to serve as catalysts, encouraging additional private investment and renewed interest in key areas. The ability of one successful project to spur further development is often a strong sign that a community is building sustainable momentum and positioning itself for continued growth.
