The mobile portal of the Department of Homeland Security protects the privacy and digital ID of its users.
FREMONT, CA: Citizens, civic agencies and non-governmental organizations have always played an essential role in keeping communities safe. Advances have improved homeland security and public safety in technology, monitoring, and communications systems that leverage or complement citizen reporting. There should be a debate on the distinction between public safety systems and general-purpose offerings. There should also be a discussion on the decoupling of devices that allow collecting data and solutions that are using these devices.
According to an evaluation by the department, the mobile portal launched by the Department of Homeland Security for travelers will guard the privacy and digital ID of its users. That is not the achievement the government think it is. An announcement of the portal in February demonstrated it as an emerging technology. CBP One (as in Customs and Border Protection) ties into a small number of services, which can be evaluated with one login and password for each user. Officials say more services are on the horizon, each with its existing privacy protections.
At the moment, users can use CBP One to apply for I-94 travel documents, which foreign visitors to the country need, view their travel history and other operations. Logistics firms, including brokers, carriers and forwarders, can leverage CBP One to schedule inspections of perishable cargo. A lengthy, eight-point privacy impact evaluation of CBP One states that information transacted will not house on a user's device or within the app. It instead will be housed in the systems used by the agency offering a particular service.
Authentication to CBP One is run through the person's government account, signed into with an email address, password, and multi-factor authentication. Digital identity proofing is also performed through Login.gov. Data in the account is not shared with Customs and Border Protection. CBP One also offers a face biometrics capability for recognized international firms, such as the International Organization for Migration (IOM), to assist migrants in checking their immigration status by running a check, with the individual's consent, against a pre-staged biometric Traveler Verification Service gallery. The query returns only a confirmation of status or that the user is not found in the gallery.
