In 2020, most Americans began shopping, paying bills, and performing other aspects of their lives online; the majority, but not all.

Big retailers have the financial means to concentrate their resources on the related majority. State, on the other hand, must represent all people. According to the central banking system, 22 percent of American households have unbanked or underbanked individuals. Although many come from immigrant communities and are low-income, their reasons for rejecting conventional banking institutions are as diverse as the regions of the country they live in and their personal backgrounds. Besides, while service counters at government buildings are typically set up to accept cash payments, COVID-19 reduced these facilities' availability.
